Some writers focus on submission calls from lists and all those free newsletters. In other words, they check out the themes, topics to embrace (and avoid), and then write to the call. Other writers complete their article, poem, story, etc., and then look for a market. Still others are invited to submit. There are a variety of avenues to find a home for your writing.
